Steve Witt, a LEGO Community Relations Coordinator on Lego forum FBTB confirmed the existence of a limited edition (10,000 only), chromed, Darth Vader mini-figure to be released randomly in 2009 LEGO Star Wars sets commemorating the 10th year anniversary of LEGO Star Wars.
E-Mails to LEGO Direct Consumer Services revealed Darth Vader will be released in the Hyena Droid Bomber, Darth Vader’s TIE Fighter, Armored Assault Tank, and Republic Attack Shuttle sets. So get out and enjoy the hunt!
Similar to the gold chrome C3P0 chase figure of 2007, Lego is throwing a black chrome Vader into random sets.
Per Steve Witt, LEGO Community Relations Coordinator on FBTB
the one's in Europe right now are part of a special promotion and I believe it will probably be the only way to get them in Europe. rest of the world is probably out of luck again, just like last time.

Let the chase begin!
Not as cool as the gold 3PO, which by the way I found in the TRU exclusive Republic Cruiser, so that bit about them not being inserted in retailer exclusives last time is inaccurate. May be true this time.
It'd be really cool to find one of course, but I'm not going to go nuts and pay $100 on Ebay or anything if I don't. A chrome 3PO makes sense, chrome Vader..not so much.
Lucky you. I bought some extra sets that I wouldn't have normally when I was trying to find the Threepio but didn't have any luck. Hopefully they'll pass Vader out at SDCC like they did with the Threepio.
True it doesn't make as much sense but I think Vader's popularity will keep this a popular chase fig.
